Report a translation problem
There is a road leading up to the Dragon Cave (which looks like a dragon's head). You need to interact with the back wall of the cave ("investigate" maybe? I forget what's on the menu for that). You'll find a secret door that will let you in for the rest of the quest.
When my Sim doesn't have access yet, I usually do other quests and come back later to try until it finally opens. You can make a lot of Simoleans in China by collecting the minerals and smelting them, so I always love to travel to China with a new character for that.
There is no prerequisite to the initial quest to explore the Dragon Cave, but you need to do this one to get to several others. The initial area that you can explore isn't that big and the rest of Dragon Cave will unlock as you complete other adventures. If that back wall is not working (it's "Inspect," not "Investigate" ... my bad), then there is something glitchy about how Shang Simla or that particular lot loaded. I'd recommend backing up to the save before you traveled (you did make one, right?) and load it in again. You'll have lost whatever you've done since arriving, but I'd prefer to lose a bit of time than be stonewalled on doing anything else.
Alternatively, you can abandon the quest (it just disappears from your adventure journal) and pick up another from the adventure board. Since you haven't unlocked the back wall, you should be able to pick it up again when you come back (your first trip is only for three days), which will hopefully make that lot load in properly.
If you have Master Controller installed, you can try a reset. I'd start with resetting the back wall (reset object), then try resetting the lot, and resetting everything as a last resort. I'd be concerned that resetting everything will mess up something you've already done since arriving in the neighborhood since there are triggers that get tripped when you do some things, so definitely do a "Save As" before trying it. If it does mess up something, you've got something to revert to. "Reset Everything" is best reserved for the home neighborhood, but it may be worth trying.
