You then need to head into the world map in question, move or delete the households on all boathouses and then delete all the boathouses on the lots.
There are routing issues all over those boathouses, mostly because sims can't route through water, they get stuck all the time. It's also interesting to note that some map makers have managed to create wicked maps with boathouses and have no issues.
That's from what i've learned the last week or so looking up potential opportunities when the next sale goes live for TS3.
That's not what I want to know. I want to know if the DLC has any bugs BESIDES the houseboat issues.

i know that's not what you wanted to know, it doesn't mean others can't use the help. specifically what the issue is that you described.
The DLC itself is fine and it's mostly the Isla Paradiso neighborhood that has issues. Aside from the houseboat problems (which you're aware of), the map has some serious routing issues. Most of those are addressed in EllaCharmed's map fixes, but there still are a couple of glitchy households (the Medina family and Los Amigos, IIRC). The problems have more to do with those lots than the households, so you can use Edit Town to move the families elsewhere and demolish the houses. That seems to fix most of the remaining problems.
