From this source on the topic:
"when your Sim needs to deliver a group meal to another, you invite them over, and cook the meal while they're visiting. Drag it to your inventory from the counter and select the action by clicking the other Sim. This makes it easier, and if you need to whip up a second batch to appease them, they're right there and waiting."
Personally, I've never had a problem delivering a group meal. I whip one up using the 'serve' option. I do use a recipe I've learned, but I imagine you could serve them hotdogs if you wanted. I then click on the group meal plate and 'put away leftovers', which sticks it in the refrigerator. From there, I open the refrigerator and put the group meal into my personal inventory, which then gives me the 'deliver' option. Click that and I'm off. Sometimes the target moves, at which point I exit whatever vehicle I'm in, open the map view, and wait until they arrive at their destination, then click 'deliver' again.
