your PC more then qualifies to run this game you won't have any problem in running the game.

Whoa there. You should be able to run the base game a few of the earlier, lighter weight Expansion Packs on low to maybe medium graphics settings in Game Options. Game performance will not be expected to be brilliant. The game will struggle with and may not be able to run the heavier EPs on that processor and with no dedicated graphics card -- those are Pets, Seasons, Island Paradise, and Into the Future.

Game is notorious for struggling with multi core CPUs (mine does) but it is playable (even with all EP and SP) so do not be alarmed if game frezes or fps drop for a while. So to improve performance I totally advise getting mods that improve its performance (a lot of stuff can lag worlds like: stuck objects, sims, pets...paparazzi, butlers, elevators, subway stations, multiple Big Lemons appearing out of nowhere glitces, house boats, etc, etc...)

i would be careful installing more DLC for this game, as much it is notorous since the map is one full active world as well way too much assets (why it takes soo long to load and why create a style never made it in to sims 4) but other then that if you can put up with the loading time on boot up you will be fine

You have no choice but to tweak the "hidden" settings because the RAM the game is given by default is lower than the optimal for most hardware/software (this may include RAM and VRAM).
Also the CPU usage may not be as well optimized as it could have been.
However, you will get more for this tweaks if you have a 64 bits OS (32 bits can still get advantages with tweaking for better PC resource usage but its not that much difference compared to fully fledged 64 bits OS).
However, tweaking is necessary to avoid the error code 12 (also known as "insufficient RAM" error) while saving a game. This is an error code more comonly associated with 32 bits OS (as the game is a 32 bit app and more easily can hit the "insufficient RAM" cap thus causing the error to occur more frequently while saving a game).
Sorry for only noting now that you have a 32 bits OS so for that reason I highly recommend tweaking the VRAM values (increasing them) to avoid error code 12 while saving a game.
The game runs very differently on a 64 bits OS (is slightly faster/smoother and has less chance of getting errors while saving games).

I see, that seems like a lot of work but it worth the try.

Not really. There are good guides on .ini tweaks online (better than what I can explain with a Steam post). Making .ini tweaks is easy as is increasing your system VRAM
