Like for me, I have a GTX 1050 3GB and I manage to get over 250fps at FHD max settings after optimizing my game with the fixes and mods. But before I did those things I think my fps wasn't even that much lower, probably like at 230fps highest. What the performance tweaks and essential mods did do was massively increase my lowest and average fps, thereby reducing stuttering and lag spikes along with drastically improving the frame time. Of course it's a terrible idea to run fps that high for Sims 3 so I did cap it further in Nvidia control panel to like 150fps.
The worst fps I would get is only at night or if there's too many Sims in 1 place, though I'd hardly consider the mid 70s to be bad considering how laggy this game can get. Though usually it just stays on average in the low to mid 100s and ofc dropping below that at night when moving around. Sadly, I can't get vsync to work in Nvidia panel no matter what I do and the screen tearing gets even worse if I capped the fps close to or at 60.
It means your card is way too new for sims 3 and you have to make the game recongnize it using outside tools
