this command ignores the building restrictions so you can place objects where you otherwise would not be able to.
do the same to disable it "moveobjects false"
keep in mind that if you hover door placement over other doors/windows they may look like they are in the wall. Just grab the door and place again to fix it.
As Falka said, MOO would be usable to allow it to be placed, but it may be finicky and take a few tries. Be aware though that this can sometimes cause pathing problems when MOO is used to allow traverseable areas such as doors and stairs to intersect.
You need at least 2 free squares between the stair and the door ( 1 for the stair, 1 for the door)
You can use the console to force-place the door but you'll have pathfinding problems.
