Is it possible to just plain have two houses?
That is, to keep all of my stuff in place at one house but move the entire family to/from another house (either in that town or another)?

Yes. Buy a secondary residence with the phone or computer under real estate and you can move your family there, leaving the old one as it is with all the stuff you don't want. You can always visit it and change the main residence again.
De facto you have 2 houses. What you can't do is split the family.

no it will be yours, it will only be taken over if the owner or the entire family dies cause then the ownership of the house goes to the game system and then the story progression can give the house to a family that can afford it, as long as someone in the family is alive the contract of the house/lot will be in the inventor of the sim and no one will move there.

You can buy almost all the lots/houses in town, if you like, but then the citizens will have protests in front of City Hall about there not being enough housing. I know, because I've done this. Any homes you own that are not your main residence will be listed as real estate property that you own. You can redecorate them, and add or sell furniture to your liking, but you won't be able to lock any doors.

Sometimes, when I have a large group of Sims in my household, I will buy the lot or house next door and have some of the Sims live there. They will keep trying to go home to the main lot, but you can lock the gates and doors to them, and tell them to go nextdoor instead.
