The options setting you want, on City Hall or an in-game computer:
NRaas > MC > Settings > Allow More Than Eight (this also lifts the limit on pets)
That MC setting only applies to MC commands like Instant Baby, Pollinate, and Add Sim. To play with overstuffed houses, whether the overstuffing is by way of animals or humans, there are other mods involved:

Wonder if he/she ever figured this out, i just had an issue trying to fix animations loading for sequences, when i downloaded the package it had a version of resourceconfig included that i hit overwrite on because i missed it in the file package, this broke my game until i tracked it down by mining the issue out.
Once i ditched the config file entirely and downloaded the framework folder fresh it went away, this game can be crabby at times,^^, for me Nraas quit working altogether, that file overwrite was the issue.
You have always been there for people man, modding Skyrim taught me under fire how to troubleshoot a lot of these things, anyway thank you for all the time you have spent freely helping others.^^

For any modules you need the base MC mod.
Also you need to make folders if they do not exist in the sims 3 folder in documents. Since this is a script mod you need a Packages sub-folder too inside a Mods folder you may have to create inside that directory.
I find MC installation to be straight forward enough and mod works as intended.
Also check if you have resource.cfg file (if not search the web for one from a trusty source) inside the Mods folder.
I would also make an Overrides folder just to be safe.
Now to install the mod itself drop the zip file inside the Mods folder (it will help if you also want to download Nraas Mod Updater, which requires access to the zip files).
Install the .package file inside the zip file in the Packages sub-folder you created.
If you done this correctly you should have the mod working as intended.

I am afraid this is outdated information for now. The NRaas Mod Updater has not worked since Wikispaces went out of business over two years ago. It was very Wikispaces specific, which when it was active was a very unusual environment to work with. We have not yet reprogrammed the Updater to work with our new site at www.nraas.net, partially because the developer who made the Updater program wasn't interested in continuing the project. In the meantime, NRaas mods can be kept up to date by just comparing the version numbers and watching for new releases.
Update: Yes I saw that now. Thanks for the information. I still have a copy of that software and I could still open it. Anyway I always keep the zip files anyway (habbit, I guess)
I have been "on staff," helping to run NRaas as an Organizer/Moderator for coming up on seven years now. The Mod Updater is not meant to be available for download and no versions of it in existence can actually do anything helpful currently.
