TPS: Higher number, better performance, but more CPU usage. Read the comments in the txt file.
Debug: Either 0 or 1. If 1, it shows a pop up at the start of the game to verify if it works.
Delay: The patch patches the executable at runtime, this value delays that operation if you ever need it.
You can read the comments in the txt file to see the same things I am saying here.
If you played this game for a long time (sadly I probably have like 3000 hours since 2011 .p) you can immediately notice smooth animations in the initial loading screen that loads the main menu. More noticeable in game proof is the object spinning rate when you preview an item in build/buy mode. If it spins faster than usual (depending on the TPS value), that means this patch works. Hope it works out!
The updated link mentions that you might need to run the executable as admin if you are on the Origin version of the game.

You can always try that. I don't use the Origin version so I have no idea how the patch works there.
Oh ok. So I don’t have to change the delay thing if the mod works for me right? And yeah, I’ve been playing ts3 for years and I definitely noticed how cas & build/buy mode load faster. Thank u for explaining :)
Besides there are lots of good things on this site.
Finally I recovered my sims 2 disk, I think I'll play the game again using this story progression mod when I'll have some free time
