That would be the University DLC and the World Adventures DLC. Even if you move to another city, there's nothing stopping you from going back to the place you left. Heck, University has you doing that every two in-game weeks.
If World Adventures is installed, then you go to Travel on your smartphone menu. Instead of having just the three WA worlds to choose from, you'll be able to choose from any installed world (including custom worlds).
Without WA installed, I don't know. I suspect that it's the same, but you can go to any computer, click it, and select NRaas -> Traveler to explore its settings.
