right click on sims 3 for Properties

That will fix up any bad game files, sounds like you have some corrupted texture files or something. <I guess>
Go to your Documents folder and find the Electronic Arts Folder, then the Sims 3 sub folder and look for a file named Options.ini. Delete it
This file will be regenerated the next time you launch the game so launch the game and check if the problem persists.
Warning: Your graphic settings will reset to default after this so you need to set them again.
