The second question is equally easy: you can keep playing with your current game when you install new EPs/SPs. The content just shows up in-game without any further action on your part, although I'd recommend not uninstalling EPs mid-game. It's usually better/safer to start a new game when you remove stuff.
What do you mean by "main menu"? Is that the launcher?

Here's an example of something that could happen:
You have the base game and start a world. You install an expansion pack. You load your world and get prompted "there are some buildings that you don't have in your town [fire department, etc], would you like to place them now?" You can also place them later just like you would base-game premade lots. Meanwhile, you'll have all the extra BuyMode items available, and your town might now have pets or sims eventually get a career added by the DLC. Or there'll be weather or new events/opportunities. You can also move your active household to a different world/neighborhood via the phone (i'd assume. i have a lot of DLC but it makes sense for this to be a feature that comes with any of them). If the DLC comes with a world, that world will of course have the new content (like a salon or pet park) immediately available in them.
You should know the sims basically never goes on sale on steam anymore. Like maybe the base game will when the sims 5 comes out or something. It probably sales on Origin, even though I haven't met a person that liked their new launcher thing. (but i mean, on steam i get a script error message from the launcher trying to connect to facebook. there's just no winning)
tl;dr content gets added unless it's a building (which you can place). you only need to make a new sim if you want them to start out as a ghost or genie or something. but you can just cheat to edit them in Create-a-sim tbth. I've never had any compatibility errors
Some gentle corrections, if I may. The entire TS3 line goes on sale on Steam twice per year at 75-80% off. We can't actually count on this of course, but it's been pretty regular for the past few years and helped bring many of us over here from Origin which we cannot stand either. I was able to transition my entire game with all Expansion/Stuff Packs except for Katie Perry which no vendor can carry digitally anymore over to Steam for around $90 (USD). One sale is in December, the other in June. There are also unscheduled sales throughout the year, though not always at such deep discounts and not always on the entire line at once.
The Origin sales are less regularly occurring and the discounts are not typically as good.
The Facebook script error on startup is hitting a lot of players, it's not a Steam or even a Patch 1.67 thing. Players should be able to click right through it or hit the "X" to close it out and continue starting up their game as if nothing happened. The script error is on the EA server side, not anything we can control from our computers. Those who startup the game with a Launcher bypass never see it. It's actually a redo of the same script error I remember bothering us many years ago, while the game was actually still in development and EA fixed it on their side eventually.
