However this is an assumption that you are talking about the official pet store that is released by EA, if you are talking about something else I have no idea.
But from what I understand, we aren't missing much. It's a pretty boring lot with the same pet supplies you can get from Build/Buy, a cash register that doesn't really work right, and I think some small caged animals like reptiles and rodents that are also available elsewhere. Or at least that's how it's been described to us.
Pet Store was a pre-order award. So there is no pet store unless you pre-ordered the game on Origin before its release date which is October 18, 2011. As igazor said it is not really necessary to have that lot. You are fine without it.
Edit: Was Origin even a thing back in those days? .p
