Strange as it may seem, although opinions are divided on this, a great place to get a legitimate install of the game at a decent price is right here at Steam. But not at the regular prices unless you must have the base game and maybe an EP or so to play RIGHT NOW, rather at the deep discount sales that Steam offers a few times per year. Some of them are surprises and unscheduled, but usually the summer sale that begins in the last week of June is one of the best ones. After getting fed up with Origin, I repurchased the base game and all 19 packs that Steam offers that way at something like 80% off a couple of years ago. The whole thing, not including store content and worlds that I already had on my account and still work anyway, was less than $100 USD.
The second choice would be through Origin or some other properly authorized re-seller, but the much more seldom occurring sales on the game that way usually tend to be not much of a discount.
