What you're proposing sounds like you'd need to edit the world file, which needs Create-a-World (and probably a couple of other tools). There is a rather lengthy discussion of this process (looks like it took place over about 8 years) on these two threads. #2 is the continuation thread and has a pretty good summary of the first thread at the beginning:

If you'd rather start from scratch (just an editable world map), you can find most or all of the official worlds at https://cawster.wordpress.com/ but I wouldn't venture a guess on how to get the townies imported. I've never used anything from Cawster, so download responsibly if you decide to go that way. If it's a player-made world, you'd probably need to contact the creator about getting an editable version.
As far as the officially-added venues, I've run into this situation a couple of times and got a message about placing new venues the first time I loaded a world after adding an expansion pack and the game placed some of them for me. It apparently finds an unused/unoccupied empty lot of the appropriate size, changes the lot type, and places the venue on that lot. Great if the world has lots of empty lots to play with and they are of the correct size, but not so great if it doesn't. The less said about my final version of Sunset Valley, the better.
