As far as the CTD goes and assuming that your computer is better than a potato, it sounds like the game is having problems loading a component (Create-a-Household is what should be loading at that point).
For Windows 10, make sure that .NET Framework 3.5 is enabled (it's disabled by default). Search the local computer for "turn Windows features on and off" and use the Control Panel result. .NET 3.5 is the first checkbox, so make sure that it's checked. Then try launching the game.
If it still faw-down-go-boom, verify the integrity of your game files. Right-click the game in your library, select Properties, go to the Local Files tab, and click the "verify integrity of game cache" button. It will take a few minutes for Steam to do its thing and it is normal for it to reacquire a couple of files (installation stuff that gets deleted after installation). If it still crashes, rename \Documents\Electronic Arts\The Sims 3 and force the game to generate a clean copy of everything.
If that's still not doing it for you, at the main menu, crank everything down to minimums (windowed mode might also help) and try again. If you can't launch at that point, I'm fresh out of ideas and can only refer you to cruinne's troubleshooting guide.

Hey Charlotte, my gf has Windows 10 and wants to play Sims 3 really bad. Since she is not a knee-deep computer geek I want to make it as easy and stable as possible for her. The Steam Version or Retail Version needs a lot of tweeking. So the question is: Does it work via Origins with Win 10 and a capable Machine? Best.
The short answer is yes, but now comes the long answer.
There are few differences between the Steam and Origin versions of the game (mostly differences in the launcher and the Origin version is completely tied to the Origin client). I've played extensively on both platforms and can tell you that the game has just as many problems on one platform as on the other, so mods and some tweaks are going to be required either way. If your girlfriend is not comfortable with that, then it's probably best to avoid the game. That being said, once it's working, it works equally well on both platforms.
My preference is for Steam's version for a few reasons. First, I can bypass the launcher entirely, so no "script error - do you want to continue to run scripts?" nonsense at the launcher. Second, I've got 90+% of my games on Steam, so one-stop gaming. Third, the ability to turn EPs and SPs on and off in the launcher is nice, but isn't a deal-maker for me; if I don't want Showtime content, for example, I just avoid it in-game. That's a personal experience thing, so the ability to toggle rather than having install/uninstall might be a deal-maker for someone else. Origin's installation process takes a bit longer, but produces the same result in the end, so it's a personal toleration issue more than anything else.
Since I already have all of the EPs and SPs on Steam (and everything except UL on Origin), prices for added content aren't an issue, but Origin's prices are horrid, even during its infrequent sales. That means if your girlfriend is looking for the most economical way of doing things, she will buy during Steam sales and register on Origin.
I will point out that EA's support is "less than stellar" when dealing with some issues, including one major Sims 3 problem that remains unresolved. My University Life EP disappeared from my Origin library for reasons unknown and EA has not been helpful about getting it back, so I'm kind of chapped by EA and avoid Origin whenever possible. Your mileage may vary.
