Nope. Got to get it from the Store or (maybe?) Origin. Once you have it, it will work fine with your Steam install, though.

Yeah you have to go to the sims store (thesims3.com) it's under store content worlds.

You can also go through certain sites that offer worlds. I think they have it: http://sims3.thesimscatalog.com/sims3-category/worlds/ or maybe this one: http://sims3customworlds.tumblr.com/ good luck!

Thanks. Do I need an ea/origin account?

To order from Origin, yes, you do.

BTW, you can often also get the big two cash worlds (Roaring Heights and Dragon Valley) as digital keys from Walmart or Amazon at a lower price than from the EA store. But you'd still need to have an EA/Origin account to download them for your game since the sales are just keys you register to The Sims 3 website. [Even when the worlds come on disk, with Steam version, it would be easier to install by registering the key at thesims3.com than it would be to get the disk to recognize your Steam version of the game.]

FYI accounts created on any of - origins.com | thesims3.com | store.thesims3.com sites - will effectively be duplicated to the other two of these sites; as info on said accounts is stored in the same place for all three sites. Also, figuring out where to redeem a code on just one of these three sites will allow you to redeem it ONLY once (at whichever site) for all three sites.

While other browsers may work, the official supported browser for The Sims 3 is Microsoft's Internet Explorer; as in any downloads (originating) from the official sites will attempt to use MS-IE's "hooks" - I recommend, before attempting any such downloads, that you have MS-IE up-to-date on your computer.

My answer to the original question:
No, you can not get the world Roaring Heights directly from Steam;
-but-
Yes, once you obtain Roaring Heights it will download and install via the Steam version of The SIms 3 Game Launcher.
