BTW, you can often also get the big two cash worlds (Roaring Heights and Dragon Valley) as digital keys from Walmart or Amazon at a lower price than from the EA store. But you'd still need to have an EA/Origin account to download them for your game since the sales are just keys you register to The Sims 3 website. [Even when the worlds come on disk, with Steam version, it would be easier to install by registering the key at thesims3.com than it would be to get the disk to recognize your Steam version of the game.]
While other browsers may work, the official supported browser for The Sims 3 is Microsoft's Internet Explorer; as in any downloads (originating) from the official sites will attempt to use MS-IE's "hooks" - I recommend, before attempting any such downloads, that you have MS-IE up-to-date on your computer.
My answer to the original question:
No, you can not get the world Roaring Heights directly from Steam;
-but-
Yes, once you obtain Roaring Heights it will download and install via the Steam version of The SIms 3 Game Launcher.
