Personally, having not used Create-a-World that much, I am not that familiar with just what it is capable of keeping track of ... but while doing research for my (contribution to) Community Guides, I did stumble across information on the WorldBuilderCampatibilityVersion 'tag'.
To me it sounds like you may have an issue with the WorldBuilderCompatibilityVersion?

Look at my guide above ( the using CAW with Steam Sims 3 one) and just apply the same technique to each EP/SP that you own. . The next time CAW starts up, it should have their things available. (Basically, use that guide only apply it to "The Sims 3 World Adventures" rather than the base game.)
And, as far as I know, none of the Windows Registry editors have a simple copy command for Registry keys; therefore the need to export-a-key to a text file, edit said text file to change the key name(s) - I recommend saving said changes to a second text file, then import the renamed key(s) - hopefully from said second text file. The instructions on how to do this are in my Installing Retail EPs and/or SPs (referenced in earlier post, above).
In this case, you may be able to just "export, edit, and import" the World Adventures Registry key. If that doesn't work for you, you may have to follow the guide instructions on how to "Create / Heal" the "Sims" Registry key - to copy the entire contents of the "Sims(Steam)" Registry key to the "Sims" Registry key. Please do make sure that you are using the instructions from the section of the guide for "Create / Heal the Sims Registry key" (and NOT the section for copying the entire contents of the "Sims" Registry key to the "Sims(Steam)" Registry key)!
