EA patched out the ability to romance Grimmy and add him to a household very early on, I think before WA was released in late 2009. Even if successful somehow now, he won't really be a Reaper anymore (a new one will spawn to take his place as needed) and his Special outfit class would not be available to be manipulated.
It's the same deal with the ITF Time Traveler sim Emit Relevart, also a special kind of Service Sim that isn't meant to be messed with beyond the allowed social interactions, for those who have that EP.
What can be worked with a bit more are the fake Role Sim Reapers that aren't the real ones either and that come with the Door of Life and Death TS3 store content. It can be funny to suddenly see one of those fake Reapers working as a mixologist or behind a cash register. I don't know what can be done with their outfits, but if ever made actively controlled they would also lose their Role assignments anyway.
You might be able to find player designed reaper like outfits out there available as CC to give to ordinary sims as their Everyday though.
