If you happen to be using mods, NRaas MasterController has an Add Roommate command that could be used on the sim while your resident one is active or on the ground of your home lot or its map tag to bypass the other restrictions and not give them a choice in the matter.
Just being roommates, lovers or married is sort of the same in simland, other than sleeping arrangements. The only thing that wont happen is sleeping in the same bed unless you are related or dating. So if you want them living with you just use the ask to move in option and give them another room and bed to sleep in and keep interactions friendly instead of romantic.
What I was trying to say is that it's not the friendship relationship that is the issue, it's that the other sim is already a town resident and has or is a member of her own household. Evict her by way of Edit Town to make her homeless so she can qualify to become one of the things that homeless NPCs can be (Role Sim, Service Sim like maids and butlers, Roommates). If that doesn't work out or if she gets away from you and seems to disappear from the game, then quit without saving and try again another way.
Another way might be to go ahead and ask her to move in and then evict her to see if the Ask to Be Roommate option appears at that point, again don't save if this messes things up or she runs away on you.
I will check if she has a place on the University map. I will not save the game then and try the second thing. Thanks for your help.
It's also possible that without mods there is a block on Mascots being Roommates. But still sounds like fun trying to make this work the way you wanted, somehow.
It is possible to ask a member of another household to "become a room-mate". I frequently make a single sim, place them in a house, then get my playing sim to ask them to become a roommate. It can be useful to have a little extra income without having to control the sim. Try this with a tidy. handy sim. (maid to measure!)
I would suggest, if you can "ask to move in" but not "roommate" a sim you particularly want, you ask them to move in, immediately use the split-up household option in edit town and place them on a tiny empty lot then asap get your sim to visit and ask them to roomate. You will not get an answer, but, shortly after the sim should turn-up in your home as a room-mate. Don't forget to set your room-mate preferences or you will find your house filled with strangers.
Just a thought, is your sim living in a dorm, or in a house which you are renting? This will make a difference. You need to be living in a house with at least one spare bedroom.
All A! sims with a specified purpose such as maid or repairman automatically become un-employed if they move-in. I have not tested, but, it is logical that nascot will be the same.
Service Sims are those who (typically) are called to or arrive at your sim's house to perform their services. Those would be maids, butlers, babysitters, mail delivery sims, the repo sim, grim reapers, time travelers, etc. Service Sims can never be residents or Roommates, it is correct that they will lose their Service designation immediately if they are asked or forced to move in.
Role Sims include those who are tied to role giving objects in town like cash registers, bars, bouncer ropes, tattoo chairs, etc. Role Sims can be homeless or residents, but they aren't meant to be part of the actively played household. They will stand to lose their Role assignments if they become residents, but it's not necessarily an immediate thing like the Service kind and they can be Roommates.
Uni Mascots and a couple of others like the WA Special Merchants and the Paparazzi are special categories and are what are known as Global Role Sims (not tied to an object, but not Service either as they wander around town all day while on duty). They may or may not be handled differently from other Role Sims.
I am playing with an house with 2 bedrooms. So it should be possible.
