AFAIK, Sims 3 doesn't really offer a way to cheat skills higher. The usual recommendation is to cheat to make needs static, then grind the skill up.

To do that, if that interests you:
  1. Open the console: shift + control + c
  2. Type in: testingCheatsEnabled true
  3. Shift-click their mailbox and choose the option to make needs static.

Then the best way depends on the skill. For Charisma, you can use the shift-click on the mailbox to make them friends with everyone in town, and so cut down on the annoying socializing part. Other than that it's reading books, lifting weights, or whatever.

Be sure to set "testingCheatsEnabled false" when you're done with the command you want from it.

However, if you're not adverse to mods, the NRaas MasterController mod has a way to set skill levels through click the Sim > NRaas > MasterController > Advanced > Skills > Set Skill Level. http://nraas.wikispaces.com/MasterController (note, IIRC, you also need the NRaas MasterController Cheats module).

If you prefer not to cheat, there is a store item, Tabcast, which speeds up skilling of many basic skills. The sim can use it while doing almost any other task. Exceptions: rabbit hole jobs, bathing, showering, talking and sleeping. I am sorry, don't know how much it costs, but, must have been reasonable as I have an aversion to store content. Examples of using the tabcast, listen to charisma while playing guitar for tips. Read cooking books while listening to cooking to complete cooking skills in less than one sim day. Paint in the artists career while listening to writing training. Work-out and listen to nectar making. Or, any other combination you like. (Cherisma, gardening, fishing, logic, writing, guitar, handyman, cooking - I think thats the complete list. Children cannot use this item, but, teens can.)

If you don't mind resorting to mods, the answer is "yes." Master Controller with the Cheats add-on from nraas.wikispaces.com will let you set any skill to whatever level you want it to be. If MC is installed, click the Sim > NRaas > Master Controller > Advanced > Skills and then scroll down the list until you find the one you want to change. Click it, set it to the desired level, accept the change and you're done.
