Expansion Packs are the ones that (often) contain new towns, and which have new game play options in them.
That said, I do like Town Life Stuff - it's got a lot of nice apartment furniture in it. If you're into Stuff Packs, it's one of the good ones, along with Master Suite Stuff and Outdoor Living Stuff.
