what is there to do in the town life pack and wht is the best pack to get?

Remember that if the pack says "Stuff" it's just furniture, clothing, and build items. Stuff Packs only contain more stuff - but not more towns and not new gameplay options.

Expansion Packs are the ones that (often) contain new towns, and which have new game play options in them.

That said, I do like Town Life Stuff - it's got a lot of nice apartment furniture in it. If you're into Stuff Packs, it's one of the good ones, along with Master Suite Stuff and Outdoor Living Stuff.

Also, i think that on Steam there is a bundled discount when you get all the stuff packs at once. So avoid buying just one.

And unless you really want some feature in an expansion, wait with buying until the next sale.
