Sims 3 website content - Origin isn't required for any of this. The site offers up store items for sale by way of sim points, and an Exchange for player made items with no quality control offered. Your game may need to be registered on the store site, however, and either the Origin program or the origin.com website (just as good) must be used to purchase bundles of store sim points by credit card if desired.
In other words, assuming you can extract from the .rar file properly, put the .sims3 file in your Saves folder and then see if you can load it as a saved game. The game should make a proper save out of it and change the name of the older format single file to "legacy" or something like that.
