There is no polygamy nor polyamory any further than that in TS3. Sims can only have one partner at a time as there is only one data field to hold that piece of information about them, and "partner" is defined as Steady BF/GF or higher.
One exception to the above is for sims who travel to other worlds. They can have a different partner in each world as the data field mentioned above is world-specific as long as the partners are never in the same world at the same time, but that's not quite the same thing a multi-way relationship.
Other exceptions are provided by the game itself by way of prom events, certain photo booths, and the Relationship Transmogrophier that comes with very high Social Networking skills. But these "relationships" are never stable and do not tend to last long again because of the one partner per sim data field limitation.
There used to be a complicated way to leverage the NRaas Woohooer mod to produce more complete and stable three-way relationships but it got broken with one of the later patches and from what I understand does not really work for most players anymore.
If what was really meant was how to produce three-way...uhm scenes of physical affection rather than romantic partnering, that would require the use of adult oriented animation mods.
