Story Progression lets you uncap households other than the active one.
WooHooer turns autonomous WooHooing back on when the game's cap is reached (Sims stop when the household reaches 8)
Traveler lets more than 8 Sims travel. Useful if you do the vacation thing or go to Uni or to the Future, but not so much otherwise. This is not the "free vacation for adults" opportunity - DO NOT ACCEPT IT or BadThings(TM) happen.
If you're going to overstuff your household, you'll definitely need ErrorTrap and Overwatch, but you should be using those two anyway (plus Traveler if you have World Adventures, University Life, and/or Into the Future).
