Report a translation problem
The usual fix is to set VSYNC in your video card options for Sims 3. If you don't know how, let us know what make video card you have, and we can try to offer instructions.
It's important the file is TS3W.exe, not the launcher and not some other TS3 executable.
It had seperate settings for each game that I had installed.
I just clicked on my Sims3 Tab .. in ATI Radeon Controll pannel ... and I saw the option to limit framerate (for Sims3).
My first time ever setting fps limit was successful
I use Intel HD Graphics, which doesn't really allow for game-specific settings. (And turning on Vertical Sync did nothing).
I found a dll that allowed me to limit the FPS to 30, which was nice, but it messed up the graphics (the screen became way too bright, and the grass textures wouldn't load correctly, plus each zone would take forever to render the objects, way longer than normal).
The fact that the dll was made for Skyrim may have contributed to the problem.
Also, when's the last time you rebooted?
