Report a translation problem
1. Do you have a bed for your friend to sleep in? I don't think the option appears if there is no place for them to sleep.
2. Roommates count toward the 8-sim limit, so if you already have 8 sims in your household, you can't add a roommate.
3. Do you have University Life installed? I think roommates and roommate services (on your smartphone) got added by this EP (not sure on this one). If this is the case and it's not installed, the option won't appear.
Just as an added thought, it's possible that your relationship is too high. I remember seeing it with Sims that are at or around "Friend", but don't recall seeing it at higher relationship levels. On the other hand, if I want a Sim to be a roommate, I just "Add Roommate" with Master Controller (check to make sure that they aren't partnered with another Sim first, though).

3. I have all expansions except for Supernatural and UL is installed.
4. That could be the cause of the problem I guess. How do you do the Master Controller thingy? I only know the testingcheatsenabled true cheat, then press shift & click on the sim but then it only says add to household.
Oh yeah, with other sims it IS possible... The interaction did appear with the sim I want to be her roommate but that was almost 30 in-game days ago...
A couple of cautions with this since I'm working from admittedly faulty memory. If you get a pop-up asking you to select demographic filtering data like gender or age, then close out of that and the next window and repeat the process, but click on your Sim rather than the one you want to add, close the next popup and find the Sim you want to add from the town roster. Since you have UL installed, the second caution doesn't apply, but I'm including it for completeness. Adding roommates without UL may work, but can have "undefined" results. In simpler terms, it can make your game fall down, go *BOOM*.
Damn, I do not know much about computers/files/mods idk what. But when you said your game go BOOM I got scared. I can try it but is it completely safe? :/
Modding is definitely a good idea. The first question is which mods do you need and the next is which mods do you want. But I'm forgetting the zeroth question: do you have a mod framework set up? I'm going to assume that you don't, so bear with me if you do.
1. Download the premade framework here and save it to your desktop:

2. Extract the .zip file (Windows handles these natively after XP - just right-click and select Extract). You should now have a folder called "Mods" on your desktop. Inside that folder should be two more folders (Packages and Overrides) and one file (Resources.cfg). Inside the Packages folder should be one or two .package files: a nointro.package and a NoBuildSparkles.package. Those are mods. The Overrides folder should be empty.
3. Navigate to \Documents\Electronic Arts\The Sims 3
4. Cut or Copy the Mods folder on your desktop and paste it into the Sims 3 folder. You now have a mod framerwork set up. If you copied, you can delete the folder and the .zip archive on your desktop once you're sure everything works.
5. To check if your framework is set up correctly, start the game. You should not see the plumbob popping video or the pancake-flipping one; all you should see is the Maxis logo video and then the game will start loading.
From here on out, installing mods is mostly going to be a matter of finding a mod that you want to use, downloading and extracting it, and dropping it into that Packages folder. If you need to do something else to install something, the mod author will tell you where it needs to go and how to get it loaded into our game (Sims3Pack files, for example, get installed through the game launcher).
You want four mods to start with:

This mod will help keep errors from accumulating in your games

This mod will help keep your saved game files from getting corrupted. It can still happen, but this eliminates a lot of the usual suspects like NPC stereos being turned on and NPC cars being left in inventory.

You also want the Cheats add-on (right below the link for the base mod). These two will let you add that roommate and do a lot of other stuff that you would normally have to go through the console to do. Some of it is cheaty, but some is not. The Documentation and FAQ are linked on that page and there is a boatload of it. Don't try to read it all at one sitting without having a pot of coffee handy.
The folks at NRaas also maintain a forum for each of their mods where you can ask questions if you have problems or need something explained. It's the little talk bubble in the upper right of the mod's page. You need to register to post in the forums, but they will not send you emails, sell your address or anything like that. I trust their word on anything having to do with their mods since they wrote the mods.
Anything beyond these mods is entirely up to you. Most custom content (clothes, hairstyles, body sliders, and that kind of thing) will come in .package files, so you'd install them just like these mods by dropping them into the Packages folder. Just keep in mind that adding a lot of custom content can slow down the load and save times on your game. When I say "a lot", we're talking gigabytes worth of stuff, so don't worry too much.
Jeez, I will do it I think but later. Seems like a pretty big job, which it isn't, I know. But I am so autistic that I'm affraid that I will do something wrong and mess up my whole flippin' game. But thanks man! :D

Do what you think best for your game, but installing the framework and the Overwatch and ErrorTrap mods takes about 2 minutes, assuming you aren't on a dial-up connection, in which case it might take 3. All of the files are pretty dinky. As for messing up your game, if you put the \Mods folder in the wrong place, the mods just won't work and no harm done.
One final step that I forgot after getting everything installed was to go into \Documents\Electronic Arts\The Sims 3 and delete the five *cache.package files. This should be done anytime that you install a mod, but it won't hurt to just make a regular practice of doing it. The game creates those each time that you launch, so deleting them forces it to make sure that it has up-to-date information for the current gaming session.
As for additional questions, I'll answer anything that I can. That's kind of what we do around here (when we're not gaming, that is).
