Report a translation problem
Modding is simpler than you think (just drop the .package file into the \Mods\Packages folder and start the game), but OK.
what's a Packages folder? i looked in the mods folder the other day and it's not there
Your mods framerwork probably isn't set up correctly. Rather than explain it out (which requires a lot of text you probably don't want to read), download this and save it to your desktop:

1. Extract the .zip file (right-click it and select "extract here") - you should now have a folder called "Mods" on your desktop
2. copy the "Mods" folder and paste it into \Documents\Electronic Arts\The Sims 3 - Since you say you already have a Mods folder, Windows will probably ask about overwriting. Let it overwrite.
3. Done. You now have a mod framework that is properly set up, but don't delete the "Mods" folder on your desktop until you verify that the included mods are working properly.
Inside the \Mods\Packages folder are two files. The nointro.package file skips the little pancake-flipping and plumbob popping intro videos, so you'll know it's working when you start the game and don't see them. The NoBuildSparkles.package file turns off the little sparkly effect when you place something in build mode. Both can be deleted with no effect on your game or saves if you don't like them.
And that's typically how most mods are installed (drop the .package file into the \Mods\Packages folder) and uninstalled (delete the .package file).
NRaas mods (all of the ones that I have, anyway) come as .package files inside of a .zip just like the one you just installed. So the .package files get copied into the \Mods\Packages folder and that's it; no other installation required, although some do have in-game settings if you don't like the defaults.
True enough. I just don't like having to hunt through lists of commands (or having to type them two or three times because I misspelled something).
Bonus trivia: misspelled is one of the commonly misspelled words.

It's located at C:\Users\[your name]\Documents\Electronic Arts\The Sims 3\Mods
There should be two folders ("Packages" and "Overrides") plus a file called "resource.cfg".
If they're not there, then follow Marstinson's advice (steps 1 and 2, anyways). That should put those two folders there.

After that, you're ready to mod.
It's just downloading a tiny file, then dragging and dropping it into the Packages folder.
