Also in the console, type: cas.fullEditMode
After that, shift-click the Sim and choose to "Modify in CAS" and you can change the age. When done, be sure to open the console again and type in: testingCheatsEnabled false

On the Basics tab in CAS, select the age state you want, wait for the Sim to update on the stand, and then click the checkmark to get back out again. Just to be on the safe side, I usually select an age state that I don't want and then click the one that I do want to make sure that it got the right message. Once back in game, click the Sim again -> NRaas -> Master Controller -> Intermediate -> Age: Relative. The dialog asks how many days the Sim has been in the current age state, set it to anything from zero to the maximum length specified in the game's settings and accept the change.
Alternatively, enter the developer console (ctrl+shift+c) and type "testingcheatsenabled true" BEFORE loading your game. Once in-game, go to the Lifetime Rewards tab and Ctrl+Click somewhere to the right of the treasure chest's lower right corner. You'll know you've hit the right spot when your lifetime happiness points increase by 500 (sorry about the earlier figure - bad memory). Click that spot about 140 more times and then take the Young Again lifetime reward (sets you back to Day 1 of the Young Adult stage). Go buy a birthday cake at the grocery store and use it if you'd rather be at Day 1 of the Adult Stage. Go back and click the sweet spot another 130 times to get the Age Freeze reward and you'll never age another day.
The Young Again reward is kind of useless since you can make unlimited potions with Chemistry (requires Generations and they do cost a few thousand Simoleons each, though). Or you can work on your Alchemy and make unlimited Fountain of Youth elixirs (requires Supernatural and does the same thing) for the cost of a few not-too-hard-to-find ingredients. Or you could just turn off aging at the start of the game and not have to mess with it. It does mean that you'll have to manually age up everyone with birthday cakes, but who doesn't like birthday parties? (aside from Lesley Gore)
If you own the Master Controller, you can go to advanced and then click reset sim. I don't know if it works for other ages because i used it on someone that i aged down into a toddler.
