So here is what I did for any-one else with the same trouble? Before you start, please make a copy of your Sims 3 folder C:\Users\username\Documents\Electronic Arts\The Sims 3 and also the Sims3.ini file Steam\steamapps\common\The Sims 3\Game\Bin (Sims3.ini is within this folder)
Ok so you've back up the Sims 3 folder and Sims3.ini file.
Open up the Sims3.ini file with notepad. Now look for the below
[ResourceSystem]
MemoryUsageLimit = 20000000
(Ok I have 8gb of ram and I cange the 20000000 to 60000000, so the game will run using 6gb of ram) You can pick what you like as long as it higher then the 20000000 and you have the ram to support it. Remember you always have programs running in the background so I would not advice using your full ram on the game. Once you've changed it to what you want, just save and close the file. Run the game and see if things are any better? If not, then it's something else?
If all works well remove the back up folder and file, if you've messed up you, take out the messed up folder or file and you have the ones you backup to put back.
To check how much ram you have, right click on My Computer (This PC for windows 10).on your desktop, press properties. Look for Installed memory (RAM) the number next to that is your ram.
This won't just help with build mode lag is should help with the whole game, making it run a lot better.
In the NVIDIA control panel, go to "Manage 3D Settings" and choose the tab for doing it per program. From the drop-down box, choose The Sims 3, or if it's not there, add it - the file is ts3w.exe, inside your Steam install folder under The Sims 3 > Game > Bin.
In the area under the drop-down list, scroll down and be sure that "Vertical Sync" is enabled.
Would this work on the Sims 2? I've been having hell trying to play due to frame rate.

well I have 4GB RAM so I think that I can not increase the number so this will not work for me. I can set it to 25000000 but not more because of running background programs but I do not think increasing this by small amount would not help me a lot :|
well I will try it right now but interesting fact is that some of my friends adviced me to turn vertical sync off in Assassins Creed IV (BF) and it would stop lagging. so I turned off from control panel for this game and it actually worked. so now turning it for sims 3 will or will not make game much laggier than it usualy is? ( I am still going to turn it on like you adviced and try)
