The mod is just a lot and house. The mod author's description says that he built it with only the base game (he's using the Origin version of the game, but that doesn't matter for things like this), so it shouldn't conflict with your game. Just to be sure, I downloaded and installed it into my game and it worked just fine (I'm running strictly Steam v1.67 with all EPs and SPs - no funny registry edits to make things work). So my best guess is that you got a bad copy of the file (it happens) or didn't follow the installation instructions.
The problem you're describing is just a common Sims 3 issue - though I'm not sure of the cause. Some people just get it. It's quite possibly a custom content conflict with something else you have installed, or corrupt user files.
One way to test is to take your user files (Documents > Electronic Arts > The Sims 3) and rename that folder (to, for example, "The Sims 3 Old", and let the game generate a new folder. Then re-download the file and see if it installs.
(After testing, you can put your old content back by removing the new "The Sims 3" folder, and renaming your old one back to "The Sims 3".)
