Sims 3 Pets: No stray animals spawn

Hi, I have over 100 hours in game with the Sims 3 but have not seen a single stray cat or dog. I get every other animal just fine, horses, unicorns, minors and raccoons, but not cats or dogs. I've tried the gnomes, placing animal houses, food bowls and toy boxes outside but still don't get anything, so I'm thinking it might be a glitch with the spawners?

I can't find any spawners in buydebug as they are all for minor animals. I've tried a few mods to increase strays but have had no success with those either (I had no mods or cc at all installed originally and still didn't get any strays). I have also tried each different town and have tried reinstalling the game twice.

Has anyone got a fix for this or had the same problem?

Yeah I've tried the gnomes and that doesn't make any difference. I still don't get a single stray spawn.

Nraas Register can control populations of animals. You can have no animals or lots o animals.

@Alkpaz thanks for the suggestion! I tried setting the max allowed number of stray cats and dogs to 100 and then put the game on max speed and waited for a while around the dog park and cat jungle, and I still haven't got anything. :(

I really think it's a glitch in the spawner since I am literally getting zero stray cats or dogs.

Have you tried to rebuild your CC using "CC Magic"?

Another method you could try is cleaning your cache files.. creating a *.bat file will automate the process:
