Yeah I've tried the gnomes and that doesn't make any difference. I still don't get a single stray spawn.
I really think it's a glitch in the spawner since I am literally getting zero stray cats or dogs.

Another method you could try is cleaning your cache files.. creating a *.bat file will automate the process:
