If you have friends that could play this game with you then I would go for this one. Just note that there aren't any dlc for pc (check them out, they might become the deal breaker for pc just saying). Rivals however is a more refined version of Hot Pursuit in many ways. The differences are that you can drive in an open world in rivals (although personally I feel that the map is really small and only have few straight roads to utilize your top speed). Rivals generally also has a lot more freedom to it since it allows you to do basically whatever you want. It's not that linear (except for the tutorial) giving you the chance to explore whatever you feel like. As far as action goes hot pursuit have spectacular crashes making the game feel awesome even when you suck. Races and chases are also very intense especially online where you find other players (also note that online might seem dead, but if you look in the discussions you can find plenty of people who wants to play). Overall I would say that if you like more competetive gameplay then go for hot purusit and if you are more of the casual player then go for rivals. Hope this gives you a better insight.
thx for your suggestion

I played both and in my opinion hot pursuit is way better. I don't like the way cars handle in rivals, it's weird and unpredictable. Hot Pursuit all the way and if online is still active it will be awesome.

I agree. In most nfs games now, the drifting feels slow and unresponsive compared to the one in NFS:HP where if you drift or tap space, it's like instant. I know it's kinda weird and cartoony and unrealistic, but it's fun.

Use a gamepad if You can. I plugged in one from ps4 and it gives a much better control over the car. Makes a difference even with arcade driving mechanics.

Trust me, Rivals is way too messy. You can enjoy HP because its just the original cops vs racers formula and Its way too memorable. Add me BlitzkriegPH in the game so we can play together :)

I like Rivals. This game is fun but its way too scripted and there is no car mods.

Rivals has a better map and being able to slightly modify racer cars is awesome.

I tried both. I hated rivals handling. Go for Hot Pursuit

In some aspects HP is great, but overall IMO I prefer Rivals. The open-world of Rivals blows this game out of the water. You can drive around in whatever car you please and just simply cruise around but when you see a racer, you can bust his ass if you're in the mood for a chase without having to participate in any of the missions. Handling wise, the cars in Rivals felt eh, however unlike HP, if you give it 1/4 throttle you don't wheelspin like a 2000hp car at full throttle. It also destroys me when I'm cruising around at 50mph but the car is in 2nd gear screaming at 5k rpm instead of shifting to 3rd gear. Now if Rivals had lower end street cars like the P71 CVPI or the Taurus Interceptor that would be amazing. Also being able to redo any missions with whatever car of choice is a plus for Rivals. I despise restrictions. You do have a lot more control over your car's features though. You can either give the sirens a quick blip as if you're pulling someone over, you can change siren sounds, you can obviously turn off your car, best part is killing the lights. Sadly Rivals can't allow you to turn off your car, kill the headlights, or change siren sounds even though theres like a few extra buttons that aren't used and because I play Rivals on the PS3, I can't really customize my controls, I'm not even sure if you can customize the controls on the PC verson.

This game IMO doesn't have as much replayability because once you've beaten the game, what more can you do? You can improve your times but you can only do that for so long before you get bored. Freedrive is there, but once you've tried Freedrive, you'll realize how boring it really is and how superior the Rivals free-roam system is. You CAN play online, if you have friends. If you're not into online gaming, well tough luck, once you've finished thats kinda it for you. I've never played online but as far as I'm aware you're either Racing or Chasing, its most definitely not like Rivals where you can get a friend together to casually cruise around chasing racers or running from cops.

Rivals is one of the worst games in the franchise. No way to opt out of chases between races, terrible load-in issues, 30FPS lock, ♥♥♥♥ handling, customization was a letdown. Hot Pursuit is much more playable.
