Virtue's Last Reward Stuttering

Whenever I launch up the game, everything (even the intro movie and the Spike Chunsoft logo) starts stuttering. The screen freezes up while the game continues running, and suddenly I get caught up and miss whatever happened during the freeze.

I tried lowering the resolution to 1280x720, turning on and off Anti-Aliasing, Anisotropic Filtering, and V-Sync, but nothing seems to stop it. I don't know what to do.

I also couldn't find any other similar threads, so I think this is only an issue for me. Help?

EDIT: Also tried changing from Fullscreen to Windowed and Borderless, changing to windowed seemed to help a little, but not by much. I also had no problems playing 999.
