[VLR] Any else wonder about the strange clothing?

It doesn't impact the narrative in anyway, but anyone else wonder why several characters wear such strange clothing?
SPOILERS HERE-AFTER!

I mean, Dio is supposed to basically be undercover, yet he looks like he was kidnapped 5 minutes before opening the local circus. The man uses a two ROPES as a belt! Did he think that's how people dress. And of course, Alice who literally depend on her big necklace staying in place to not show everyone her nipples.
I can sorta guess Quark's hat, since a hat can protect you from the sun and he can put things in the hat's compartements.

Anyhow, anyone else think that the characters' clothing is just strange? Anyone know what made the developers do this?

Dio dressed that way to sell that his story that he was a circus ringleader. Like, at least when I think of ringleaders in media, I sort of think of them looking similar to him. As for Alice, there is an explanation. It's basically her work's uniform, to keep suspicion off of them. After all, what secret agent do you expect to be half naked?

I must have missed where Dio says that. And for Alice, still damn weird. Clover doesn't wear anything like that, and they still invite more questions than deflect, since both Dio and Alice are supposed to just blend in. Going undercover as a circus-anything is strange and makes you stand out. He could just have worn trousers and a shirt and said he worked as a mail man or something.
I can only guess that the developers wanted everyone to stand out and look interesting despite their strangeness.

Yeah, there's a moment when Sigma, Dio and.... I think Alice and Tenmyouji are talking in the infirmary and talking about what they did before being put in the Nonary Game. It was where the line "You must have done a lot of drugs to look like that at 21" came from, if you can recall that bit of foreshadowing.
