While in a map, press both triggers and both mouse buttons, if you have 2 controllers, press A on the 2nd controller.

In fact this is The First Game I didn't have Splitscreen controller problems ....
Works perfect for me. Pressing A and second character appears with Splitscreen.

Playing with
1 Steam controller
1 Xbox 360 controller wireless

This is what worked for me:

Hold both triggers, then press and hold START (I don't think I actually need to press and hold mouse, since it's always defaulted as a player).

Tried with mouse + keyboard and DS3 controller.
(btw for those with DS3 controller, PlayStation Now connects DS3 controller nicely!!)

None of these worked for me. I was using two steam controllers, playing the game on steam. To get the local coop to work, you launch the game, at the main menu click and hold the START button (the little button with a triangle in the middle) then start the game.
