You can't see the options to join his game because the game seems to only show the hosts in the same region.
So here is a solution might help:
Try to change the download region in steam "preference/settings"-"download". Make sure you and your friend are in the same one.
Then retrieve hosts in game, make sure you and your friend can see the same list. (I believe now you can.)
Finally you can see your friend's option when he hosts a game.
Note that the reason the game do so is probably that the connection is not good when people are far away from each other. So this solution might not work because of the poor connection.
If you fail this (connection lost) and still want a further solution, I suggest you have a VPN for game to accelerate. That's called "game accelerator" in China and is commonly used among gamers who play with overseas players (If you're really far away in distance). So ask your friend to use a service if you really want to play together. (They're paid services but usually provide trials. Ask your friend to search for it and he'll get to know about them.)
