I don't even mind redrawing it if it looks similar, but the Parade redraws look totally different.
I found a comparison of the two art styles. This is from the Art of GhM book. http://66.media.tumblr.com/4267c6eafa54272ac4c71fe86f6b7525/tumblr_npexq4iYBL1tsjzmxo10_1280.jpg
Left is original (in much higher res than seen on the PS1) and right is new. As you can see, Parade originally art changed into a completely different artist's style. In the new art it just looks like the rest of the game but in black and white.
The picture at the top of what looks like soldiers also became a lot more exaggerated. Where the original looks like they could almost be human, the new art looks like they're just straight up zombies now. For someone who's work seem to rely heavily on certain aesthetic choices and creating a certain kind of mood or feeling, I'm surprised Goichi Suda allowed such a drastic change from what I assume was a very deliberate choice in art style.
Now, I'm not actually that familiar with this game, so I don't even know in what context these images are shown in-game. Maybe there was a good reason to change it that I don't know about, but I'd rather not be spoiled.
And I think he mentioned it once or twice at PAX West.
Miyamoto-san, the artist, wanted to redraw them.
Actually, asking Playism is better...
