Level up. Just keep on killing and you will get it. If you try to select the gun, you should see at what level you will get the gun.

You have to do the main quest/easter egg for all the maps, i think

As a starting weapon: complete all main easter eggs on all the maps, including the tortured path.
otherwise you can just buy it from the walls...

Hmm, I suspect that you haven't reached the required level. But then I have done all the Easter Eggs. When I reached level 55, I promoted myself. This caused everything back to zero, i.e. all the mods were lost and I was back to pistol. I have to use one of those, jee, I cannot remember what they are called. I used one of them to get a LMG. I used this for large horde during later stage, sort of 20+. Also, to make yourself last longer, get the speed and malee enhancements as early as possible. Use malee at early stage to get XP and money. Buy the rifle on your left as soon as you get into the lab. Go for headshot using this rifle. Also, if you know how to pack-a-punch the gun, i.e. upgrade them, upgrade your pistol and this rifle. The upgraded rifle will get you through 20+ level. Hopefully, you have a lot of money before level 20. The money is for pack-a-punch your guns and buy ammo. If you don't know how to pack-a-punch your guns, search in YouTube. Lots of videos for it.
