Low cpu and gpu usage

I use a gtx 1070 and a i7 6820hk. I run the game at 1080p windowed borderless and have everything set to low or off. The game runs at around 90-120 fps. This seems low to me, especially since I have 144 hz monitor. The game only uses about 30-50% of my gpu and about 40-60% of the cpu. Is there anyway to get the game to use my cpu and gpu fully? Is anyone able to reach 144 or higher fps on a gtx 1070?

select a higher fps in graphics setting , its goes upto 250

You can try match your fps with your hz. I did the same, for me the ideal is 120 and it runs best on 120 for me

nvidia global setting , pick your card from drop down . select high performance , and select performance over quality . you probably already done this . some times you can have issues if your card isnt getting enough power . turn everything in advance graphics settings to low or off . your fps should go up .
