Getting 60 FPS cap
Soo I get 60 fps with Vsync off and max fps to 250.
Any fix?

Loons your on the right track but your off a bit. Refresh rate is the setting that affects your monitor. FPS is related to the card more than the monitor. If your monitor is 60 hz refresh then your game has to be set at 60 hz refresh rate. So 60hz refresh spec associated with the monitor has to match your games refresh rate all other settings are related to the video card i.e. for the best FPS (Frames Per Second) in game. I know it is confusing to many people but if you look it will make since to you. Turn of sync every frame it will hold you FPS down most everything else will work well if you allow the game to use its optimal settings for the card and then turn off sync every frame if it isnt off.

Also 21 hz may be ok but I'm an old guy and we always used 30 hz as a rule of thumb. I have seen glitches lower than 25 or so.

What refresh rate does your monitor have, if its a 60hz monitor that’s absolutely fine.

Your monitor is 60Hz = 60fps. If you set your graphic options to go higher than 60fps you will get screen tear, meaning your monitor isn't fast enough to sync with your graphic settings higher than 60fps.

Try lowering settings, the game has a lot of stuff that eat fps you can turn off or make lower quality, which doesn't even affect the quality that much. I went from 60fps to 130fps by doing that.

Yeah I lowered and I get around 130 fps too!!

Now all that’s throttling you is you monitors capability. Your graphics card will be putting out 130 very much doubt you’ll be able to see it, making it work harder than it has to. Your monitor is refreshing at 60 hz, that means your pixels can only refresh 60 times per second, it’s ok though, 21 FPS is minimum requirement to see smooth image.

Mine locks to 60 when in fullscreen, i go to windowed then back to full screen and it fixes it for me.

I get normal fps at times.. but when I load into a match and then alt tab.. I get 60 and the textures look really blury

mine does that too sometimes, i have to reload fullscreen and windowed mode switch to fix it.
