Report a translation problem
I resolved this in a couple ways.
First (as I use an nvidia GPU) I went into and re-optimized my settings for something far more towards "performance" than image quality. If I want to look at pretty pictures i'll play the campaign.
Secondly, in-game, under the advanced video settings there is at least one setting called "shader pre-load" and has a description of "preload shaders prior to gameplay. incurs longer level load to eliminate potential hitching during gameplay". I disabled this.
After this, my load times were back to normal, but there is a price as I did notice hitching afterwards occasionally.
