HOW TO TURN OFF SAFE MODE?

So I got the game near release and I've been playing it and it has been super smooth and the graphics were all set to high however I forgot what I did but a safe mode option came up and I've been ignoring it however one time I accidentally pressed 'yes' and now my game runs so bad, FPS is so low and graphics are the lowest and still the gameplay is choppy. I know my specs aren't the issue becuase yesterday I was playing it on the highest setting and it was smooth but this safe mode thing messed everything up and I am not the most tech savvy person so I don't know how to turn it off or do I need to do a full uninstall and reinstall.

1. open the System Configuration tool by opening the Run command (keyboard shortcut: Windows key + R) and typing msconfig then Ok.
2. Tap or click the Boot tab, uncheck the Safe boot box, hit Apply, and then Ok.
3. Restart System.
