What are heroic actions for?

I know they're like collectibles but I remember reading they had some sort of in game effect? is it worth going back and getting them?

Completing them gives a fairly sizable boost to your squadmate's abilities, and if you complete all of them throughout the campaign you get 3 achievements.

You know how the ability bars fill up when you kill enemies? Completing a Heroic Action fills the bar by a lot more.

ahhh I see. So does it permanently buff the rate at which the bar raises or does it give a flat raise when you do it?

Flat, one-time raise.
