The typical physical copy of a pc game tied to Steam usually does not have any game files on it.You still have to use the steam code in the box to redeem and download the full game from Steam,no different from getting a digital copy.The disc usually only contain language files for a certain region and misc software like net framework,including the installer for Steam software(LOL!).
If you are concerned about downloading,it would be best for you to buy the console version of the game since it has all the files on it already and you don't have to download anything else.You also get benefits like a bigger playerbase and being able to play now(since not tied to steam)
If you want to try download it you wont have to go though the rigerous install process, putting each disk in and spending 20 minutes watching that progrees bar creep to complete

Now they have 13Mb/s. Still, not the greatest compared to some but given the location it's a great upgrade.

It did have some relevance though. lol
The physical version of Call of Duty: WWII is not on DVD-ROMs for all regions, it's just a download voucher in a DVD case. If your internet speed is slow, it's best you abstain from buying this game first until you subscribe to a better broadband internet plan.
You either get a key to download it from Steam or Origin etc... or a disc thats installs a little bit of the game and then downloads the rest anyway.
