Antoine Grubic (spoilers)

So I accepted the quest from the revolutionaries, moved in Antoine and the lottery winner. The Raneks move out, I pay the fine for bribing an official, and almost immediately after I get a call from the ministry about harboring Antoine Grubic and get fined. At this point, I've paid for my daughter's medicine and have no money left, so this fine means game over. What triggers the phone call and how can I avoid it?

Report Antoine Grubic and you'll be fine.
Trigger - letting Antoine Grubic stay without reporting him for some time. The government already knows everything about him (more the revolutioners or you btw), so your report would not change much.

Tell the goverment everything you know about Antoine. Also report his crimes.

Sorry to revive this old thread but.. what are the consequences of not reporting him? Does it nullify my cooperation with the revolutionaries?
