This is not a bug at all.

If you want to complete the quest you choose to sell it by clicking on the dialogue option not selling it directly to the trader. Selling it directly is an alternative that players can do but that means you either have to get rid of the sailor or report back to him empty handed.
Even then I think one of the dialogue options after you report back to the sailor still allows the schimmers to get on the barge.
That's the problem here. When I talk to him, all he says is "if you want my help you have to sell my stuff". It's the only thing he says when I click the option to help the couple. But I've already sold his stuff.
Oh I see what you are trying to do now. You are trying to get more money out of the fish cans and be able to send the schimmers on the barge at the same time. Nope that doesn't work.
You either have to accept the fact that choosing the dialogue option when talking to the trader nets you less money but you can send the schimmers on the barge, or that you sell it directly to the trader for more money but you can't send them on the barge. There's no best of both worlds as far as I know.
EDIT: Actually I take the last part back. Theres actually a best of both worlds. You get the cruise ticket from the doctor instead of sending them on the barge.
Well I wasn't actually trying to get more money. He told me to sell for at least 3k. I went to the trader and saw I could sell it for 3k. So I just sold it. I didn't even know the dialogue option would sell it for less, because that doesn't even make sense. I mean, he can pay 3k but if you talk about it he can't?
