i know it is possible to get arrested for steaing to much - but if i take someone valuable item is there a way to place it in someones house and get THEM arrested?

Yes, you can plant items too.
Instead of getting them arrested you can BLACKMAIL THEM for much money
Planting is not limited as stealing, plant as often as you want and can.

ok so steal an item place it in someone elses room then the option should appear in the blackmail report? im trying to save my kids here but ive half a mind to just let them die

Without framing and blackmailing you won't be able to get enough money. You need to highlight banned item as usual to be able to blackmail. See steam guides for more tips and tricks.
Like stealing quest items instead of buying.

one more question if you could please - i found arsenic in a room after a peron was murdered but i cant black mail or report a crime because murder is not a goverment directive number?

Yeah, you can’t report a crime. But keep the arsenic, it will help you in further quests
