How does the mechanic for stealing works?

So when do the cops show up basicly? Is it a random chance? Do I need to avoid doing something?

Basically, if you steal between 3 and 5 items, the police will arrive, where you can bribe with authority or pay the fine of £5,000.

If you steal several times in a row — you’ll be fined.

And if I steal 3 times in a row and then don´t do it again till next day? Or wil it always remember?

I think you'll be fine the next day.

Seems you should not steal more than 2 items in a sliding 24-hour window.

Be careful. Even if you rightfully take back false evidence you falsely planted in to someone’s possession, the game still consider a steal
