Very first task impossible?

This is probably just something very obvious I am missing. On the first task of gathering data on Jacob I've done the following:
1. Installed a camera
2. Gone through all his things and found a broken bottle and cards/dice

I tried talking to the other tenants but you can't ask them about specific people. I tried calling the ministry to see if I needed to make a report or something. They said to click on the desk and choose "report" but when I click on the desk all I can do is look at the items in it.

I waited till the time on the mission expires and every time the guy doesn't come back to his apartment and I can't get the "gather information" part of the task to complete.

Help!?

Did you try resetting the game? The ministry should've called after you completed the task.

Yep, I'm having this issue too. Manishek never appears in the game, and I can't do anything with the stuff I found in his apartment.

I had this issue as well, you need to click on the items in the objects in his apartment and then click on the description and put cams up. After you do that you can advance.

@The YMCA Mobile: Jacob won't come home until you find subject with red description. You take them and set cameras. Then he will come. Watch him carefully - the red bubble should appear over his head, click it and you'll be able to report (the folder icon will appear on Carl's desk). Remember to call the Ministry. This quest is a tutorial so complete it step by step as the game asks you :)

This wasn't explained in the tutorial, I feel it should be added at some point. I figured it out with help.

When you try to steal an item it warns you. read this warning carefully as it gives you another chance to choose - to steal or to note.

If I'm an official sponsored by the state then it wouldnt be considered stealing if I collect evidence. Why would you have this window even pop up if what I am doing is correct? It suggests otherwise. completely out of context and bad UE.

For me what happens is that i put the camera, watch him making drugs and then i kind of have an evidence, but then i can only send the report if i get something at his apartment which i never find, and / or he then is always at home or goes out shortly and then comes back, so i get caught in his apartment and never have time to search everything....

This is on "normal difficulty"...i have not tried the "novice / rookie difficulty" yet

ok, i found the answer, but after checking the forum. I think the game should explain better or be more intuitive. For example, you have to open a menu on the right, then drag the evidence to fill the report. Well, the evidence is all white, so it does not seem to me as an item or something draggable, if you know what i mean. Also, i think the game should stop when you open any menu, because this game is real-time, and time runs fast...
